The man who wants to control the weather with lasers
From cutting diamonds to preserving endangered sites, all the way to building terrifying weapons and turning your eyes from brown to blue, there is apparently no end to the list of applications for laser.
Swiss physicist Jean-Pierre Wolf is working on yet another impressive addition to that list: using focused laser beams to affect the weather.
It sounds like black magic, but it’s actually a cleaner version of cloud seeding, a form of weather modification that has been used for several years — most famously by China in preparation for the 2008 Olympics, when they launched rockets to seed the clouds and prevent rainfall during the opening ceremony.
But it’s hard to tell how effective cloud seeding actually is, and it involves the spraying of chemicals into the atmosphere, something which it surely doesn’t need.
Laser is therefore a completely clean alternative to traditional cloud seeding: it’s light, and nothing but light.
A terawatt of power
How does laser actually affect the weather? Just like cloud seeding, it can create new clouds where there are none, by inducing condensation: naturally occurring water vapor is condensed into droplets, and ice crystals form, mimicking the natural process that creates clouds.
That way, rainfall can be triggered to “empty” the atmosphere and increase the potential of dry weather later on: “We did it on a laboratory scale, we can already create clouds, but not on a macroscopic scale, so you don’t see a big cloud coming out because the laser is not powerful enough and because of a lot of technical parameters that we can’t yet control,” Professor Wolf told CNN’s Nick Glass.
That is not to say that the laser he’s tested isn’t powerful: at one terawatt, it has the same energy produced by all the nuclear power plants on Earth: “Of course, it doesn’t last very long,” Wolf said.
The technology is still in its infancy then, but once it’s perfected, it could help us modulate the weather in areas of high contrast, such as California or Chile, where flooding and droughts occur in extreme vicinity.
Through lasers, those effects could be smoothed to have less rain in flooding-prone areas and more rain in drought-prone areas: “You can transport the water to a different location,” Wolf said.
Taming lightning.
Laser seeding can make more than clouds: it can also trigger lightning.
“We also showed that it’s possible to trigger lightning in clouds, within clouds, but not to the ground, yet.”
Recent tests have shown promise: ” A few years ago, in New Mexico, we moved our big mobile terawatt laser to the top of a mountain and we shot it up into the atmosphere, trying to trigger lightning. We didn’t, but we could see some small discharge, lightning, within the cloud. You know, 90 per cent of the lightning discharge are intra-cloud, not against the Earth. So, we are still working on that, but there is hope.”
Controlling lightning, or facilitating its discharge in a desired location, would help reduce the costs associated with lightning damage — they run into the billions of dollars each year, adding to thousands of people injured or killed by lightning strikes.
Dreaming big
Affecting the weather could also turn out to be one of our best bets at limiting the impact of climate change.

Professor Wolf reckons lasers could be used to “repair” the weather, reducing the occurrence of hurricanes, thunderstorms, flooding, and drought.
But his laser technology can look way beyond the clouds: “There are potential applications in the biomedical field: by changing the color of the laser, we could identify and selectively kill cancer cells, with little or no collateral damage.”
Yet another potential application to add to that list: “Every time you think you have done everything you can with lasers, something new comes up: it’s quite amazing.”

Miami Police Set to Launch Federally-Funded Pre-Crime System “It goes beyond just looking at crime data”
Armed with high-tech software and years of crime data, Miami police believe they will soon be able to stop crimes by predicting when and where they will occur.
It sounds a little like something out of a science fiction novel, but the department is in the process of adopting a system called HunchLab that produces maps showing small areas where specific crimes are likely to be committed during shifts. The probability program is a geographical version of “predictive policing” software, which more departments are using — even if, in the words of one supportive cop, it’s “kind of scary.”
Similar algorithm-based programs have been credited with lowering crime rates in cities around the country, and some South Florida departments recently have adopted their own systems. In Miami’s case, the department is funding the implementation of HunchLab and other software programs with a $600,000 federal grant doled out by the Bureau of Justice Assistance to encourage smart policing tactics.
Miami accepted the grant in November. On Thursday, the city commission will vote on a $120,000 contract with Florida International University to have Rob Guerette, an associate professor of criminal justice, study the department’s program and run tests ahead of its launch.
“It doesn’t replace actual police work,” said Lt. Sean MacDonald, who wrote the grant application. “It’s policing with smarter technology.”
MacDonald said Miami police want to use HunchLab mostly to tackle robberies, auto thefts and home burglaries — crimes in which the department has clearance rates about half the national average. With the program, officers or supervisors will be able to focus their attention on areas where software models tell them that data show there is a high probability that crime will occur.
Police, of course, have always tried to use data to identify crime trends, and for years Miami police have done that with the data-crunching system known as COMPSTAT. Except, now, instead of identifying where crime hot spots have occurred, they’re looking at where crime will occur.
“It goes beyond just looking at crime data,” MacDonald said.
Just how much — and whether — predictive software really works remains somewhat of a question. But officers in Los Angeles say a program known as PredPol developed by the department and college professors, and now sold to departments around the country, has helped prevent and stop property crimes, and is now being tested on gun crimes.
In Atlanta, crime dropped by close to 10 percent in two zones where predictive software by the L.A.-based PredPol was put into use by cops during a three-month pilot program, according to Lt. LeAnne Browning, who oversees the department’s video integration center. Supervisors handed out maps to officers at the beginning of their shifts, and when cops had spare time they spent it in the targeted areas. The department monitored where their cops were, how much time they spent in high-risk zones, and every report that came out of the highlighted areas.
“We all thought it was somewhat hocus pocus and Minority Report,” she said, referring to the Steven Spielberg sci-fi film in which police used psychic powers to stop murders before they happened. “We could see if PredPol was predicting fairly well. It’s kind of scary, because they were.”
It’s just one example of how police are using software to solve or prevent crimes. Miami-Dade’s robbery division, for instance, uses an IBM program called Blue PALMS to solve cold cases. The software has a database of every crime ever documented by Miami-Dade police, and detectives can punch in an old crime report and get a list of 20 suspects within one minute.
“This is not science fiction,” Major Arnold Palmer says in a promotional IBM video.
In Miami, MacDonald said that the software the department is using is a more elaborate version of PredPol, which uses only crime data. Miami police also are punching in everything from paydays to school calendars, weather reports and social media. The department also is using the federal grant to establish an offender database.
Larry Samuels, CEO of PredPol, cautioned about the use of multiple variables, saying the more information you pump into a system, the more the predictions will vary. He said with Miami, as with any policing tool, predictive software will be only as good as the officers using it.
“If you do it in a haphazard way you’ll get haphazard results,” he said. “The credit for success needs to rely in the department.”

David Barton Says This Is Why Americans Must Stand Up for Their Right of Conscience
Historian David Barton on Thursday said it is crucial that Americans stand up for their right of conscience because if the government can violate one inalienable right, it can violate the rest as well.
The issue has increasingly been in the news lately amid the debate on Indiana’s Religious Freedom Restoration Act, which some have said could allow discrimination against gays. But supporters of the law say it protects people of faith from being forced to participate in activities they don’t believe in.
“The right of conscience used to be an inalienable right. That word inalienable meant ‘not to be touched by government,’ period,” Barton said on The Glenn Beck Program. “If you can’t protect the rights of conscience as an inalienable right, then everything below that, the government is going to regulate as well.”

Glenn Beck reiterated his belief that the government has no place in marriage.
“I’m not going to tell you who to marry. Don’t tell me what my church has to do,” Beck said. “But the people who are calling for tolerance are not tolerant of people having another point of view.”
Barton agreed, saying America has become a place where “it’s not permissible for you to exercise your free speech or conscience” if you believe in certain things.
“They no longer respect private property, including the private property of conscience, the private property of faith, the private property of self-protection,” he said. “That’s all private property. The government can’t touch it.”

Dennis Quaid’s Outburst Was Fake – BUT Randy Quaid and Evi AND HIS BROTHERS INVOLVEMENT
So Jimmy Kimmel wasn’t behind Dennis Quaid’s on-set tantrum after all: Funny or Die was.
Footage of Quaid yelling on-set went viral Tuesday, and many immediately began pointing fingers at Kimmel—a late night host who’s known for pranks, including a similar one that convinced the mass media there was a wolf roaming the halls of athletes’ dorms at the Sochi Olympics. He addressed these accusations on his show Tuesday night, and less than 24 hours later, Funny or Die released a video exposing the truth behind the video: that it was all staged.
The beginning of the video features actual footage of news anchors covering Quaid’s freakout, and then launches into a scene starring Quaid sitting at the same desk where he has his hissy fit. He soon starts yelling—and it turns out he insults he threw around in the “leaked” video are literal: “Dopey the Dick” is his name for a man dressed in a head-to-toe penis costume, “pussies” is what he calls a basket full of kittens, and he steps on actual horse poop when he exclaims “this is horsesh–!”
The moral of the story: Don’t trust anything you see on the internet, and Dennis Quaid is (hopefully) not a monster. Watch the video below.
When footage of Dennis Quaid yelling at his crew surfaced earlier this week, many speculated that it was simply a prank cooked up by Jimmy Kimmel. The late show host addressed those rumors on Tuesday night’s episode: “There are two dozen articles and thousands of coments suggesting that this is a prank, and I am responsible for it,” he said. “And I have to say, that’s disappointing. You play like 50 pranks and all of a sudden people don’t trust you anymore.”

Police: Officer facing murder charge following shooting of suspect
NORTH CHARLESTON, SC (WCSC) – The North Charleston police officer who fatally shot a 50-year-old man during a traffic stop on Saturday has been arrested and is being charged with murder.
North Charleston Patrolman First Class Michael Slager, 33, will face the charge in connection with the shooting death of Walter Scott.
That announcement came at a press conference late Tuesday afternoon from North Charleston Mayor Keith Summey who referred to a video someone recorded of the shooting Saturday morning.
The video had been sent to Scott’s family and the South Carolina State Law Enforcement Division, Summey said.
Police say the video shows Slager shooting Scott as he was running away from the scene.
“The South Carolina Office of the Federal Bureau of Investigation has opened an investigation concurrent with the S.C. Law Enforcement Division and are providing aid as necessary to the state investigation,” read a statement by the Department of Justice.”The Department of Justice Civil Rights Division and the South Carolina U.S. Attorney’s Office will work with the FBI in the investigation. The Department of Justice will take appropriate action in light of the evidence and developments in the state case.”
“As a result of that video and bad decisions made by our officer, he will be charged with murder,” Summey said.
“It’s been a tragic day,” North Charleston Police Chief Eddie Driggers said.
Driggers said the video shows Scott “taking off” and the officer shooting the suspect.
Summey called the video “very demonstrative” and said without the video, it would have been difficult to resolve the issue. Summey said the city is trying to meet with Scott’s family and will reach out to them any way they can.
Driggers said city leaders have been in contact with the family’s pastor and have been “an open book” with investigators.
Summey said Scott was hit with the officer’s Taser weapon, and they know that, Summey said, because one of the Taser projectiles was still attached.
“We would hope the community leaders in this community would rise up and quell” any backlash resulting from the announcement, Driggers said.
A South Carolina Law Enforcement Division document states Slager was booked at the Charleston County Detention Center, and the case will be prosecuted by the Ninth Circuit Solicitor’s Office.
Earlier in the day, the National Action Network, the NAACP and the Rainbow Coalition canceled a press conference that had been scheduled earlier in the afternoon.
Local National Action Network President Elder James Johnson said the reason for the cancellation was because of “breaking news” on the shooting, but would not elaborate on any developments. Johnson also said the family of Walter Scott requested the press conference be canceled.
Scott was shot and killed by a North Charleston police officer Saturday at approximately 9:30 a.m. following an attempted traffic stop in the area of Craig Street and Remount Road. According to NCPD reports released Monday, Slager was conducting a traffic stop of Scott’s car for a malfunctioning brake light.
Reports state Scott attempted to flee, resulting in a foot pursuit. Officer Slager then deployed his Taser weapon to detain the driver but was unsuccessful, a spokesperson for the police department said.
Police say an altercation then began between Slager and Scott resulting in a fight for the officer’s Taser. During the fight, Scott allegedly gained control of the Taser to use it against the officer who then fired his service weapon at the suspect.
Documents state two complaints were filed against Slager including an incident for using a taser on a suspect in 2013. Slager was cleared in that incident.
The shooting is under investigation by SLED.
Members of the NAACP, National Action Network and The Coalition (People United to Take Back Our Community) had planned to speak in front of North Charleston City Hall.

Walter Scott Shooting: Why You Must Always Question the Official Story
The mainstream media never questioned the false police version of the Walter Scott shooting until a video emerged showing North Charleston, S.C. police officer Michael T. Slager shooting Scott in the back five times.
The video, recorded by 23-year-old Feidin Santana, shows Slager firing the first of eight shots only after Scott had ran at least 10 feet away from the officer, but we never would have known that based on the news coverage of the shooting without the video.
Take a look at this article from the Charleston, S.C. ABC affiliate WCIV:
“Police and witnesses say Scott tried to run from Slager before turning to fight for the officer’s Taser,” WCIV’s Greg Woods reported. “It was during that scuffle that the officer fired his service weapon, fatally wounding Scott.”
That’s not what the video shows.
“Woods did not, in any of his reports, actually quote any witnesses saying they saw a ‘fight,’” media analyst Adam Johnson asked in his scathing report. “What appears to have happened is that Woods was told by police there were witnesses and he reported it, uncritically.”
The police also said “the dead man fought with an officer over his Taser before deadly force was employed,” a statement which was also refuted by the video.
“Police allege that during the struggle the man gained control of the Taser and attempted to use it against the officer,” The Post and Courier reported before the video was released. “The officer then resorted to his service weapon and shot him, police alleged.”
Lastly, take a look at this article from WCSC, which, like the others, was also published before the video.
“[NCPD spokesman Spencer] Pryor said Scott was fatally shot following a struggle for the officer’s Taser weapon,” the article reported.
This is exactly why you must question the official story of everything, from police shootings to the Boston Bombing and 9/11.
BREAKING: Shocking 1995 Video Surfaces of Barack Obama Revealing Who He REALLY Is [VIDEO]
President Barack Obama has long fought to minimize his association with his mentor during his teens, known communist Frank Marshall Davis.
In his book “Dreams From My Father,” the future president refused to refer to his mentor as anything other than “Frank.” In the audiobook version of “Dreams,” Obama went further and excised all references to “Frank.”
However, thanks to the Internet, things are seldom buried forever. In this clip from 1995, the future president is on his book tour at the Cambridge Public Library. He’s not only open about just who “Frank” is, he talks about how the man “schooled” him on how racist white people were.
The clip below shows Obama’s stunning admission.
As he goes into his reading, he explains that the portion is about “me having a conversation with a close friend of my maternal grandfather, a close friend of gramps, a black man from Kansas, named Frank, actually at the time a fairly well-known poet named Frank Marshall Davis, who had moved to Hawaii and lived there.
“And so I have a discussion with him about the kinds of frustrations I’m having, and he sorts of schools me that I should get used to these frustrations,” Obama said.
The passage itself isn’t exactly free from controversial material. In it, Obama described how his worldview as a teenager held that “any distinction between good and bad whites held negligible meaning,” inasmuch as they were all racist.
He also equates calling someone who held this worldview “paranoid” equivalent to calling him the n-word.
Frank Marshall Davis, of course, was a former member of the Communist Party USA who managed to earn a 600-page dossier of his activities from the FBI as well as a place on the bureau’s “security index,” essentially meaning he could have been arrested at any time.
Marshall’s poetry included one lovely passage where he called Jesus the n-word, as well. (H/T Red Flag News)
While Obama’s managed to keep his association with Frank Marshall Davis out of the spotlight for long enough to earn himself both election and re-election, one wonders how many Americans would have voted for Obama if this had been public knowledge in 2008.
Of course, this all was public knowledge, if you knew where to look. The media certainly did, but didn’t bother to inform us.
CJOAX 2015 – Huge U.S. & UK Joint Paratrooper & Marine Exercises in North Carolina.
More than 2,100 American and British paratroopers will jump into Fort Bragg, North Carolina, on Monday for the start of a massive exercise that marks the next step forward in a unique relationship between the two nations’ airborne units.
The Combined Joint Operational Access Exercise is the largest U.S.-U.K. bilateral airborne training operation to take place on Fort Bragg in the last 20 years. It will feature paratroopers from the 82nd Airborne Division’s 2nd Brigade Combat Team and about 900 paratroopers from the United Kingdom’s 3rd Battalion, The Parachute Regiment, 16 Air Assault Brigade.
The soldiers will jump from American C-17s and C-130s and Royal Air Force aircraft onto Fort Bragg before moving to seize an airfield, evacuate non-combatants and execute offensive and defensive operations.
Marines from 2nd Marine Division will participate in the exercise from nearby Camp Lejeune, North Carolina.
“We’re very excited about everything that’s happening here with 3 Para in particular,” said Col. Joe Ryan, commander of 2nd BCT, 82nd Airborne, which currently has the Global Response Force mission. The ongoing relationship between the 82nd Airborne and 16 Air Assault Brigade grew out of an agreement signed by Army Chief of Staff Gen. Ray Odierno and U.K. Chief of the General Staff General Sir Peter Wall in March 2013.
